Link's arrows are rather infamous compared to the rest of his projectile game, with them clearly having less utility than his bombs and boomerang.
Basically, you don't want to use these ever outside of styling on your opponent. They have time and place; mainly as part of the edge-guard flowchart, but you aren't usually going to be shooting any arrows in most matchups.
Links arrows have 10 different charge states excluding no charge. Link begins charging his arrows on frame 18 and reaches a new charge level every 4 frames until he is fully charged on frame 60. charging takes a total of 42 frames starting on frame 18.
